Ambassador participates in closing ceremony for training of teachers in Culture
of Lawfulness Program

On January 11, 2005, U.S. Ambassador H. Douglas Barclay
gave remarks at the closing ceremony of a four-day teacher-training
course on the Culture of Lawfulness Program.
Education Minister Darlyn Meza and the President of the
National Council of Public Security (CNSP) Oscar Bonilla
also spoke at the ceremony.
In the ceremony, 45 public school teachers were certified
as having completed the necessary training course to teach
the curriculum of the Culture of Lawfulness Program at the
9 th grade level.
The Program is run by the Washington, DC -based National
Strategy Information Center in cooperation with the Salvadoran
Ministry of Education and the CNSP.
The Culture of Lawfulness Project is aimed at altering cultural
attitudes towards crime and corruption, serving as a complement
to more traditional law enforcement efforts, and promoting
the idea of respect for the law as essential to sustaining
democracy.
